Open Question: could i develop psychic abilities?

Ok so when i am having a conversation, or just hanging out with people, i hear what the other people are going to say before the words come out of their mouth. It happens quite often, daily in fact. It's not like i literally 'hear' their voice in my head, more like i am thinking what they are going to say, as if i was about to say it. Confusing i know. As well as this i also get feelings if others are 'good are bad' people, and i'm usually right. Also i have had one precognitive dream latley where i was being chased by police, and the next day i got pulled over and got a ticket :/ so i was wondering if i might have some natural psychic abilty, and how i could develop it? i should also mention it happens with strangers, and also when watching tv or listening to radio....
